Proposal of a Development Program of the Methodological Department of the Sports Federation of Cañar
Abstract
The present article
proposes a program for the development of the Methodological Technical
Department of the Cañar Sports Federation based on the SWOT Matrix methodology
(Strengths, Opportunities, Weaknesses and Threats), whose objective was to
change the structure and operation of the same, proposing a proposal of
development. The investigation was carried out in the six of the seven cantons
that the province of Cañar has, since these are the ones that have Cantonal
Sports Leagues which are: Azogues, Biblián, Cañar, El Tambo, Suscal and La
Troncal. To obtain information, surveys were applied to 60 subjects that make
up the technical staff (coaches, monitors, physical trainers), sports leaders
and three interviews to the directors of the technical departments of Ecuador;
with an intentional sample of twenty-four workers that allowed to confirm the
pertinence of the research project and its corresponding methodological
proposal.
Among the main
findings of this research is that the organizational structure of the
Methodological Technical Department of the Sports Federation of Cañar does not
have sections of methodological direction which does not allow it to meet the
real needs of the province in the sports field.

Propuesta de un Programa de Desarrollo del Departamento
Metodológico Federación Deportiva del Cañar
Resumen
El presente artículo,
propone un programa para el desarrollo del Departamento Técnico Metodológico de
Federación Deportiva del Cañar basado en la metodología Matriz FODA
(Fortalezas, Oportunidades, Debilidades y Amenazas), cuyo objetivo fue en
cambiar las estructuras y funcionamiento del mismo planteando una propuesta de
desarrollo. La investigación se realizó en los seis de los siete cantones que
tiene la provincia del Cañar por ser éstos los que disponen de Ligas Deportivas
Cantonales los cuales son: Azogues, Biblián, Cañar, El Tambo, Suscal y La
Troncal. Para obtener información se aplicaron encuestas a 60 sujetos que
conforman el cuerpo técnico (entrenadores, monitores, preparadores físicos),
dirigentes deportivos y tres entrevistas a los directores de los departamentos
técnicos del Ecuador; con una muestra intencionada de veinte y cuatro
trabajadores mismos que permitieron confirmar la pertinencia del proyecto de
investigación y su correspondiente propuesta metodológica.
Entre los principales
hallazgos de esta investigación esta: que la estructura orgánica del
Departamento Técnico Metodológico de la Federación Deportiva del Cañar no posee
secciones de dirección metodológica lo que no le permite atender las
necesidades reales de la provincia en el ámbito deportivo.

Introduction
The level of development of Sport in the global
context, is the result of the union of several aspects, the same ones that
organized and based on scientific, technical and psychopedagogical bases
comprise the most important progress factor.
Modern sport is not conceived away from the management
and study of its new conceptions related to the planning and structuring of
training, this together with the sciences applied to sport are driving forces
of the great results of the athletes of this era (Vasconcelos, 2000, p.26).
One of the sciences applied to sport of major
importance, is precisely the Scientific Direction of Sport, whose concepts are
applied as a tool that facilitates the process of direction, management,
organization, planning and sports evaluation in the world (Montero, 2006,
p.57). In the Ecuadorian context, sports activity does not reflect the effects
of its application in the social field, even worse, in the competitive one, the
results show the poor sport development, which leads to establish that the
social phenomenon of sport is stagnant, that is why the need to undertake
research projects that help formulate proposals, solutions and establish
transformation strategies (Forteza and Ranzolas, 1998, p.63).
The foregoing in this introduction is based on the
field research and the experiences lived during its implementation, and
reflected in the statistical tables and the respective graphs, taking into
account the 24 provinces existing at the time of the investigation, choosing the
32% of provinces of the country as sample. The objective set out in this
research was to propose a general development program in the Methodological
Technical Department, applying the structural and content strategies according
to the sports coaches and technicians of the Cañar Sports Federation.
The nature of the research considers the
Methodological Technical Department of the Sports Federation of Cañar, as a
priority research element, due to the fact that it is the organizational and
administrative source of sports management that takes place in its context, so
that in the province of the Cañar there is no program for the development of
the Methodological Technical Department that allows the successful promotion of
the sport in accordance with the geographical and economic characteristics,
which justifies our research that is aimed at having a specific program for the
control of sports training.
2. The
Technical-Methodological Directorate
The
Methodological Technical Direction in Ecuador has had many difficulties that at
some point have become the brake of the development of the sport of our
country, due to the lack of an organized structure that supports this work in a
technical and scientific way, this social phenomenon it is also reflected in
some sports, especially those of professional level, in the case of amateur
sports, the fundamental tendency of the coaches is to import the training
systems and methods of sports developed countries, towards the athletes in the
search for medals, forgetting about the multilateral training of the athlete
(Vinueza, 2004a, p.17).
A review of the problematic situation in the context
of this document would establish that one of the fundamental factors for the absence
of sporting achievements in Ecuador, is focused on the lack of teaching
programs that guide the professional of Physical Culture and Sport. to the
achievement of objectives (Vinueza, 2004b, p.23). The lack of a sport
management policy, and the lack of specialized professionals, makes sport
management not the most appropriate, in the Provincial Technical-Methodological
Directorates; what has prevented to create a solid and systematic structure
that respects the chronological, psychological development of the child within
the Physical Education and Sport.
In conclusion, sport should function as a system,
where all of us who work in it, contribute to its development in an organized
and planned way, because we must understand that the fundamental part of sport
is the athlete and who is the coach is, Without these two pillars that underpin
sports institutions, the other components would not exist.
Investigating the incidence of Physical Culture in our
country; it can be revealed that it is a very critical point, which should be
analyzed with great importance. The most marked deficiencies within this and is
based on the lack of professionals with experience in the field of Physical
Education in educational establishments (schools), Physical Culture classes are
based only on the game of Football, but almost without any type of teaching of
elementary techniques which turns the class into an empirical process, not
profitable in the development of skills.
Considering that the Technical-Methodological work is
a very important factor to direct the management of sport in Ecuador, it is
worth making a historical review: In the year 1985 in the Ecuadorian Olympic
Committee created the first document related to this activity known as Plan for
the Development of Physical Culture in Ecuador, led by the Director of the
Methodological Technical Department of the COE at that time; In 1994, the
National Sports Federation of Ecuador, "FEDENADOR", began to promote
the Methodological Technique work through its National Technical Department and
created an emerging plan specifically related to the training of people who
could then fulfill this task in the Federations. Provincial Sports, at present,
has been able to take a very important step, because the Provincial Sports
Federations and the Superior Organisms already have a Technical Department;
What has not been possible is to eradicate empiricism, improvisation and the
disorganization of sports due to the lack of leadership in the country
(Vinueza, 2004c, p.38).
Thus,
the Methodological Technical Department, becomes the most important technical
structure within the direction of competitive sport and responds directly to
the pedagogical processes of sports education, its main tasks are: Plan,
organize, guide, control and evaluate the technical-methodological work of the
sports and establish the scientific-methodological criteria to carry out the
selection process, guarantee the scientific-methodological training of the
coaches, dose the number of weekly sessions, number of hours, as well as the
components of the training load (Vinueza, 2004d, p.51).
Based on the reasoning given in the previous paragraph, the
Technical-Methodological Work is the main instrument to reach the objectives
established in sports education. Disrespecting the main tasks before exposed.
The Methodological Technical Department in our country, in addition to its
responsibility established in the organic also fulfill other functions that
have to do with legislative and managerial administrative activities that
impede the normal development and fulfillment of the specific functions of this
Department. In the scans where the technical
methodological work incide:
1. Technical
Work: It is oriented towards
Sports Planning, so as to promote the expected competitive results.
2.
Methodological Work: It is
based on the quality of the process and the search to promote the Pedagogical
Mastery of the coaches.
3.
Methodology
The present investigation was carried out in the Cañar
Sports Federation, which is located in the capital Azogues canton of the
province of Cañar, which has a population of 206,981 inhabitants. Politically
it has seven cantons: Azogues (provincial capital), La Troncal, Suscal, Cañar,
El Tambo, Biblián and Déleg, which constituted the research universe. In order
to achieve this ambitious goal for the expansion of the universe, a
"Proposal for a Development Program for the Methodological Technical
Department of the Sports Federation of Cañar" was made, which consists of;
a SWOT of the institution, a new proposal of the functional organic structure
of the Methodological Technical Department, a format or guide to analyze and
approve the documents that the technical body uses, structuring the visits
established in the planning (Technical Visits, Methodological Visits, Visit to
the Cantons, Visits to Competition), meeting with the technical body according
to their needs, training of the multidisciplinary body, a program of evaluation
to the technical body, training plan and mass in the province.
This investigation is a field study, since it was
developed in the selected Cantonal Sports League facilities, in this way the
information of the involved ones was obtained; that is, coaches and monitors.
The population that served as the basis for this
research was sixty (60) coaches, monitors, physical trainers and three (3)
interviews to the directors of the technical departments of Ecuador; with an
intentional sample of twenty-four workers that allowed confirming the pertinence
of the research project and its corresponding methodological proposal.
For the analysis of the information collected, it was
done using descriptive statistics. The results obtained from this research were
interpreted according to a contrast table sketched according to the existing
variables.

Analysis of the Results of the Application of the Program
As a result of the SWOT applied, it was possible to
obtain the data that served as the basis for a new structure of the Methodological
Technical Department (D.T.M.); said proposal described below intends to
maintain the management lines subject to this Department with the creation of
methodological sections according to the real need of the province.

With
respect to the analysis and approval of the training plans and programs that constitute
one of the most effective instruments to know, analyze and evaluate the work
proposal of the coach, a discussion protocol was developed with the purpose
that the proposals are evaluated qualitatively and quantitatively The aspects
that will be controlled in the Training Plans to improve the sports results
will be: analysis of the previous plan, presentation of the written and graphic
plan, structure of the graphic plan, general and specific objectives of the
macro-cycle, periods, stages, pedagogical tests, preparatory and fundamental
skills, medical and psychological plan, forecasts and needs; The methodology to
be used will be; cite the entire technical group for the discussion of their
plan in front of the members of the Methodological Technical Department, in
order to perform a comprehensive work that will have a time of 15 minutes for
its presentation by the coaching staff and 10 minutes for answer concerns of
the multidisciplinary body. It will be qualified according to the scale
established for these purposes: Very Good (100 to 91), Good; (90 to 71),
Regular (70 to 61) and Mala (60 or less).
After reviewing the technical, methodological, visits
to Cantonal Sports Leagues and competences that are very important aspects to
take into consideration at the time of the sports planning, because it derives
the control, monitoring and evaluation of the Methodological Technical
Department towards the subordinate classes. , we can suggest that: Technical
visits include the review, evaluation and observation of the training class
based on the plan prepared for the coaching staff, during these visits, the
presentation of the training session, control of the assistance, must be
planned, information on the objectives of the class, direction of the warm-up, explanation
of the physical exercises, planning of breaks or rest, correction of errors,
recovery exercises and final evaluation (Matveev, 1983, p.96).

If
we look at table 1, 54 technical visits were made, which were distributed in 14
of the 15 sports disciplines, from which the following was obtained: 2
disciplines have the rating of Excellent, 2 with a Very Good rating, 7 with a
Good rating, 3 with Regular rating, 1 sport that was not considered for visits
as indicated in the table.
It can be seen that in most sports disciplines he
knows very little about the help provided by the Sports Training Planning in
the physical and technical development of the athlete, showing that the
coaching staff is not considering the strategies and even worse the physical
methodological techniques -deportives applicable at present, which taking into
consideration will help the development and improvement of the athletic
performance of their managers. In addition, I must indicate that it is
imperative that the members of the coaching staff must always be ready for
technical innovations, with the main objective of offering better conditions to
athletes who practice this or that sport.

The methodological visits should contemplate: 1. The
check of the documentation of the training plan that is directed to the
athletes who have a training process or teaching program that directs the
preparation of the initiation athletes; 2. The provision of provisions that
must be addressed to the technicians. The presentation of the written plan,
graph, training units, analysis of the mesocycle, microcycle, Pedagogical Test
control, analysis of results, attendance record, competitive calendar and its
forecast must be evaluated.

54 technical visits were considered, distributed in 14
of the 15 sports disciplines of which it was obtained: 2 has the rating of
Excellent, 2 of rating Very Good, 7 with a Good rating, 3 with a Regular
rating, 1 sport that was not considered for visits as indicated in the table.
Regarding the item raised, it was determined that the
technical body surveyed does not know about the benefits of having documents
such as the written plan, graphic, training units, mesocycle analysis,
microcycle, Pedagogical Test control, results analysis, attendance record,
competitive calendar and its prognosis, as a means of help in the
teaching-learning process of its directors.

In the visits to Cantonal Sports Leagues, the annual
and quarterly plan of activities, inventory of the sports facilities,
characteristic of the technical force, and the training plan will be
controlled. The visits to competitions, in this type of visits will be
controlled if there is a reception committee, the technical congress, sports
scenario, implementation, organization, calendar of competitions, security,
Judging, etc.
Regarding the meetings with the technical staff, they
will meet well-founded objectives of the review of the problems that come from
the methodological technical work, which will allow a first-hand solution to
the problems before they affect the preparation of the athletes.
In the case of our province, the problem of
conformation has been immense due to the lack of knowledge of the work
leadership that the multidisciplinary team (Physician, Psychologist,
Physiotherapist, Social Worker) must fulfill in the training process. sports,
to perform an adequate job and according to the objectives established by the
institution. This team of professionals will help to improve the process of
sports training, keeping the athlete at an adequate level of work, biopsychosocial
and ecological and will have a direct relationship with the Methodological
Technical Department.
In the aspect of the evaluation to the technical force
must be established by a regulation in accordance with the Law of Physical
Education Sports and Recreation that governs in our country and the current
statute of the Sports Federation of Cañar, so it raises the following
objectives:
1. To get the coach to perform a better job, taking into
account the parameters established in the scoring scale, which will ensure
their job stability.
2. Maintain an appropriate control of the work of all
members of the technical force of the Provincial Sports Federation of Cañar in
accordance with the objectives proposed for the year, among the aspects to control
is: compliance with the training plan, competitive results, contribution of
athletes to national teams, professional improvement and the level of
coordination with the multidisciplinary body.
Regarding the results obtained in the aforementioned
aspects, the implementation of a provincial training and massification plan is
considered very important, a document that must be structured in accordance
with the reality of the Cañar Provincial Sports Federation; and, for this,
several strategies were proposed, among which there is a survey of all the
sports personnel, consulting general and specific topics, with the purpose that
the technicians and monitors determine the topics of interest linked to its
field of action.
5.
Recommendation
For
all the conclusions presented above, it is recommended that the proposed
proposal be executed within the Methodological Technical Department of the
Sports Federation of Cañar; exposed to provincial federations and universities
that have a degree in Physical Culture, in order to be considered within the
curriculum.
6.
Conclusions
After the research work carried out and the results
obtained through the F.O.D.A. We come to the following conclusions, which
support the proposal presented:
1. The organizational structure of the Methodological
Technical Department of the Sports Federation of Cañar does not have sections
of methodological direction which does not allow it to meet the real needs of
the province.
2. The approval of the training plans made to the
technical staff is done superficially and without analyzing the previous plans.
In addition, the multidisciplinary body is not present, producing low sports
performance.
3. The visits made to the different estates do not have
clear guidelines for their execution.
4. There are no regular meetings with the technicians,
which prevents attending the present needs in the training process.
5. The sports leadership is unaware of the importance of having
a multidisciplinary body in the athletic training of athletes, in order to
improve athletic performance and to form integral human beings.
6. There is no established plan to mass the sport, nor to
train the coaching staff, according to the needs of the type of sport and the
characteristics of the athletes.
